Allocation and Special Administrative Fee for New Incremental Housing Choice
Vouchers - This notice explains the U.S. Department of Housing and Urban Development’s process
for awarding approximately 19,700 new Housing Choice Vouchers (HCVs) to Public
Housing Agencies (PHAs). These new HCVs are not special purpose vouchers, rather,
they are regular HCVs. This notice also sets forth PHAs’ eligibility for administrative fees
and fees for other eligible expenses, the housing assistance payments (HAP) funding award
process and the process for rejecting an allocation of these vouchers.

Registration of Interest for HUD-VASH Vouchers - This notice announces the availability of approximately $79 million in HUD-Veterans Affairs Supportive Housing (HUD-VASH). Based on average costs, HUD anticipates that this funding will support approximately 8,500 new HUD-VASH vouchers. These vouchers are administered in partnership with the U.S. Department of Veterans Affairs (VA) and enable homeless veterans and their families to access affordable housing with an array of supportive services.

Voluntary Reallocation or Recapture of HUD-VASH Vouchers - This notice establishes the processes under which a HUD-Veterans Affairs Supportive Housing (HUD-VASH) PHA may be approved to voluntarily 1) reallocate all or a portion of their HUD-VASH vouchers and any associated funding to another HUD-VASH PHA within the same Veteran Affairs Medical Center (VAMC) catchment area, or, 2) if reallocation is not an option, have all or a portion of their HUD-VASH vouchers and associated funding recaptured and returned back to HUD. All HUD-VASH vouchers and associated funding returned to HUD will be awarded as part of a future HUD-VASH national allocation process, based on need and any other congressionally mandated factors.

Stability Voucher Program - This notice explains HUD’s non-competitive allocation strategy and program requirements for the new Stability Voucher program. HUD is awarding up to $43,439,000 to support approximately 4,000 new incremental vouchers. This funding opportunity is designed to encourage a community-wide commitment to the goal of ending homelessness. Stability Vouchers (SVs) may assist households who are homeless, as defined in Section 103(a) of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11302(a)), at-risk of homelessness, those fleeing or attempting to flee domestic violence dating violence, sexual assault, stalking, or human trafficking, and veterans and families that include a veteran family member that meet one of the proceeding criteria. HUD is clarifying that persons who are fleeing or attempting to flee human trafficking are an eligible category for SVs. (See definition of “homeless” in Section 9.).

Administrative Requirements for Investing Indian Housing Block Grant (IHBG) Funds - This Notice describes the requirements for investing Indian Housing Block Grant (IHBG) funds and establishes the basis upon which the Department will determine if a recipient of IHBG funds has the administrative capacity to draw down IHBG funds for investment purposes as authorized under Section 204(b) of the Native American Housing Assistance and Self-Determination Act (NAHASDA). This Notice replaces PIH Notice 2019-16.

Revoke and Reallocation of Emergency Housing Voucher Awards - This notice explains HUD’s process for revocation and reallocation of Emergency Housing Voucher (EHV) awards. As part of this process, the notice updates the award allocation formula found in section 4 of the Notice PIH 2021-15 in connection with the reallocation of these EHV awards.

CARES Act Funding Reconciliation and Closeout - Housing Choice Voucher Program, Mainstream Vouchers, and Moderate Rehabilitation Program - This Notice describes the closeout procedures per 2 CFR 200.344 (Closeout) for funds awarded to public housing authorities (PHAs) under the Coronavirus Aid, Relief, and Economic Security Act, (CARES Act) (Public Law 116-136) to prevent, prepare for, and respond to the coronavirus.

Family Self-Sufficiency (FSS) Program: Establishment of the Escrow Account and Use of Forfeited FSS Escrow - This notice is to clarify a few sections of the new rule (24 CFR part 984) related to the establishment of the FSS escrow account, the use of forfeited FSS escrow, and the reporting of FSS escrows in the Financial Assessment Sub-System for Public Housing Authorities (FASS-PH).

On April 6, 2022, PIH published PIH Notice 2022-07. This notice updates PIH Notice 2022-07.  This notice provides information on new funding opportunities for Mainstream vouchers.

The following provisions are being offered to help public housing agencies (PHAs) prevent, prepare for, and respond to coronavirus pursuant to the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) (Public Law 116-136):

  • An opportunity for PHAs to receive new Mainstream vouchers (see Section 3).
  • Extraordinary administrative fees to help PHAs lease their Mainstream vouchers given the challenges presented by the COVID-19 pandemic (see Section 4).

Implementation of the Federal Fiscal Year (FFY) 2022 Funding Provisions for the Housing Choice Voucher Program - This notice implements the Housing Choice Voucher (HCV) program funding provisions of the Consolidated Appropriations Act, 2022 (P.L. 117-103), referred to hereafter as “the 2022 Act,” enacted on March 15, 2022. The 2022 Act establishes the allocation methodology for calculating housing assistance payments (HAP) renewal funds, new incremental vouchers, and administrative fees.

EXTENSION of American Rescue Plan Act – Adjustment Funding for Calendar Year 2021 Housing Choice Voucher Program and Mainstream Vouchers Renewal Funding Applications - This notice announces that HUD is extending the application deadline for CY 2021 renewal adjustment funding for PHAs that experienced a significant increase in voucher per-unit costs (PUC) due to extraordinary circumstances from the previous due date of August 10, 2021, to the new due date of 5 p.m., per the PHA’s time zone, Wednesday, December 21, 2021.

Foster Youth to Independence Initiative - The purpose of this notice is to amend Notice PIH 2020-28, Foster Youth to Independence Initiative as follows:
  1. Sets forth the process by which PHAs may apply for $10 million in new incremental vouchers made available by the Consolidated Appropriations Act, 2021 (Public Law 116-260), referred to hereafter as “the 2021 Act”, enacted on December 27, 2020.
  2. Changes eligibility requirements for public housing agencies (PHAs) seeking to administer FYI assistance.
  3. Clarifies program requirements for FYI Tenant Protection Voucher (TPV) awards made under Notice PIH 2019-20.

In addition, the time period for the waiver of the normally applicable voucher program tenant rent contribution requirements for DVP families has been changed. The waiver of the tenant?s rent contribution now applies to all DVP families until December 31, 2007.

This notice applies to PHAs seeking vouchers for relocation or replacement housing related to demolition or disposition (including HOPE VI), and plans for removal (required and voluntary conversion under section 33 of the U.S. Housing Act of 1937, as amended, and mandatory conversion under section 202 of the Omnibus Consolidated Rescissions and Appropriations Act of 1996) of public housing units.
PIH 2007-6 (HA) Issued: March 7, 2007 Expires: March 31, 2008 The purpose of this Notice is to clarify the circumstances under which HUD will consider a voluntary transfer of budget authority and corresponding baseline units for the HCV program (including PBVs and PBCs) from the divesting PHA's Consolidated Annual Contributions Contract (CACC) to the receiving PHA/s' CACC. It also explains the process and procedures associated with such a transfer. Sections 3 through 12 address the HCV program. This Notice informs Public Housing Agencies (PHAs) of the passage of the Violence Against Women Act and Department of Justice Reauthorization Act of 2005 (VAWA). Among many other things of significance to PHAs, VAWA prohibits the eviction of, and removal of assistance from, certain persons living in public or Section 8-assisted housing if the asserted grounds for such action is an instance of domestic violence, dating violence, sexual assault, or stalking, as those terms are defined in Section 3 of the United States Housing Act of 1937 as amended by VAWA (42 U.S.C. 13925).

Notice 2005-5 explains the New Freedom Initiative, Executive Order 13217: "Community-Based Alternatives for Individuals with Disabilities," and the Housing Choice Voucher Program, and provides guidance to PHAs and HUD field staff on initiatives that can be implemented to assist families with a person with disabilities (which can include an individual person with a disability) in their search for housing under the Housing Choice Voucher program.
FR-5068-N-01 Published June 15, 2006 "Proposed Fair Market Rents for the Housing Choice Voucher Program and Moderate Rehabilitation Single Room Occupancy Program; Fiscal Year 2007." The proposed numbers would amend FMR schedules used to determine payment standard amounts for the Housing Choice Voucher program, to determine initial renewal rents for some expiring project-based Section 8 contracts, and to determine initial rents for housing assistance payment (HAP) contracts in the Moderate Rehabilitation Single Room Occupancy program. Other programs may require use of FMRs for other purposes.

FR-5061-N-01 Published April 3, 2006 "Disaster Voucher Program; Notice of Statutory and Regulatory Waivers for Public Housing Agencies Assisting With Recovery and Relief in Hurricanes Katrina and Rita Disaster Areas."

This notice provides specific income eligibility and tenant contribution waivers to assist families in sustaining and obtaining housing during the recovery efforts, and to give eligible families additional time to recover from the economic impact of Hurricanes Katrina and Rita. In addition, the implementation of waiver authority assists in reducing impediments that may otherwise delay the speedy transition to and implementation of the DVP for families affected by the hurricanes.

This notice informs the public that the United States Department of Agriculture (USDA) is establishing a demonstration USDA Voucher Program, to be administered by the HUD, pursuant to an Inter Agency Agreement (IAA) between the two Departments, executed on March 1, 2006. This notice informs the public that USDA, acting under the IAA with HUD, shall make up to $16 million available for this purpose, and it also sets forth the policies and procedures for use of these vouchers.

Through this Notice HUD is notifying Public Housing Agencies of the reduction and recapture of any remaining program reserve balances (ACC reserves) previously maintained pursuant to 24 CFR 982.154(b).
