HOPE VI Close-Out Procedures

Close-out means that:
- No additional HOPE VI grant funds may be disbursed.
- HUD has determined that the expenditure of HOPE VI grant funds was made for allowable activities.
- All HOPE VI Revitalization Plan activities undertaken with HOPE VI grant funds were completed.
- All federal requirements were satisfied.
Grantees must begin the close-out process when all HOPE VI funded activities have been completed and all HOPE VI grant funds have been expended. However, other non-HOPE VI funded activities included in the HOPE VI Revitalization Plan do not have to be complete to begin the close-out process.
Note: Grantees are required to continue to submit development progress updates to their HOPE VI Grant Manager on a quarterly basis until all activities in the Revitalization Plan are complete. If you have questions about this requirement, please email OUR@hud.gov.

Within 90 calendar days after completion of all HOPE VI funded program activities and the expenditure of all HOPE VI grant funds, submit the following documents to the Office of Urban Revitalization at OUR@hud.gov. Termination of Disbursements Letter (Attachment 1)

OPHI Review and Preliminary Close-Out Approval |

HUD's Office of Public Housing Investments (OPHI) will review your submission to ensure compliance. You may need to provide additional records if requested. OPHI review will check:
After this review, OPHI will send you a preliminary close-out approval letter approving the AHCC for final audit and approving the final HOPE VI budget. At this point, HUD will prevent further disbursements in LOCCS. |

After receiving HUD approval, conduct an audit of the HOPE VI grant per 2 CFR 200.501, done by an independent auditor. Submit the audit report to your HOPE VI Grant Manager and resolve any audit findings with your Grant Manger. Once the audit is complete and all findings have been resolved, OPHI will sign off on the AHCC. OPHI will issue a Final HOPE VI Grant Close-Out Approval Letter confirming grant closure and outlining any remaining non-HOPE VI activities. Remaining Revitalization Plan Close-Out Process Grantees are required to continue to submit development progress updates to their HOPE VI Grant Manager on a quarterly basis until all activities in the Revitalization Plan are complete, even after the issuance of the HOPE VI Grant Close-Out Approval Letter.
