CAIVRS was developed by the Department of Housing and Urban Development in June 1987 as a shared database of defaulted Federal debtors and enables processors of applications for Federal credit benefits to identify individuals who are delinquent on debts owed to Federal agencies. CAVIRS allows Federal agencies to:
- Verify whether applicants are delinquent on Federal non-tax debts,
including judgment liens against property for a debt to the Federal Government, and are therefore not eligible to receive Federal loans, loan guarantees or insurance. - Provide authorized users with a means to prescreen applicants for Federal credit benefits, to avoid extending benefits to individuals who are credit risks.
- Demonstrate to the public the Federal Government's commitment to collecting delinquent debt and the importance of meeting Federal obligations.
FHA-insured mortgage debt is owed to the lender, and defaults and delinquencies of FHA-insured mortgage debt do not present a Federal debt question. This mortgage debt is reported to CAIVRS when an FHA claim exists where a deficiency judgement has been established and a payment is due to HUD that is delinquent.
Access to CAIVRS for HUD approved lenders is available through FHA Connection or participating agencies or authorized lending institutions through CAIVRS.
CAIVRS may be accessed Monday through Saturday, 8:00 a.m. to 10:00 p.m. (Eastern). CAIVRS is not available on Federal holidays.
