What Information Systems Are Used to Support CPD Programs?
The Integrated Disbursement and Information System (IDIS) is used by grantees of the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Housing Trust Fund (HTF), Emergency Solutions Grants (ESG), and Housing Opportunities for Persons With AIDS (HOPWA) programs to report performance and access funds. Grantees also use IDIS for Consolidated Planning; completed Consolidated Plans, Action Plans, and CAPERs are published to the CPD Public Portal (for compatibility, please use the Google Chrome browser).
The Disaster Recovery Grant Reporting (DRGR) system is used by grantees of the CDBG Disaster Recovery (CDBG-DR), Neighborhood Stabilization Program (NSP), Veterans Housing Rehabilitation and Modification Program (VHRMP), Pay For Success: Permanent Supportive Housing Demonstration | HUD USER, Rural Capacity Building, Section 4 Capacity Building, and Self-Help Homeownership Opportunity Program (SHOP) programs and by technical assistance providers to access funds and report program income.
e-snaps supports the annual Continuum of Care Program Application and annual performance reporting for homelessness assistance programs.
The Homelessness Data Exchange (HDX) accepts data for the Housing Inventory Count (HIC), the Point-in-Time (PIT) Count, and the Annual Homeless Assessment Report (AHAR). Continuums of Care are responsible for implementing a Homeless Management Information System (HMIS) software solution that complies with HUD's related data collection, management, and reporting standards.
The HUD Environmental Review Online System (HEROS) supports preparation and management of environmental review records. HEROS provides on-screen guidance for the environmental review process, covering all levels of review for Part 50 and Part 58 projects. Note: Beginning June 2022, completed environmental review records are published to the CPD Public Portal (Google Chrome only).
The Sage Homeless Management Information System (HMIS) Reporting Repository allows CoC homeless assistance grant recipients to submit their Annual Performance Report (APR) data online. Grantees will no longer submit APRs in e-snaps.

GIS Formula Boundary Files – provide data necessary to map CPD formula grantee boundaries in a Geographic Information System (GIS)
IDIS EDI Information Request Form - used by grantees for the creation of a trading partnership profile on the EDI System.
